Individuals Eligible for BOTH Medicare and Medicaid

Who qualifies for both Medicare and Medicaid plans?

  • Individuals who are BOTH 65 or older AND have a monthly income below certain levels may be eligible for BOTH Medicare AND Medicaid. 


  • Individuals under age 65 who are considered disabled by Social Security may be eligible for Medicare after 24 months of Social Security disability. These individuals may also be eligible for Medicaid in addition to Medicare.


  • Having both Medicare and Medicaid often means that you are eligible for a special type of Medicare Advantage plan called a dual eligible plan or a Dual Special Needs Plan (D-SNP) Dual Special Needs Plans often result in an individual experiencing ZERO out of pocket medical costs.

Additional Benefits for Dual Eligible Individuals:

These Dual Special Needs Plans can provide special additional benefits not found in Medicare Part A, B or D such as:


  • Help paying Medicare premiums
  • ZERO out of pocket medical plan costs
  • Benefits for food, utilities and sometimes rent
  • Dental Benefits
  • Vision Benefits
  • Hearing Benefits
  • Transportation to and from appointments
  • Access to medical advice number staffed by nurses 24 hours a day, 7 days a week
  • Free meals provided after a hospitalization
  • Gym membership

Tips on how to initially apply to Medicaid and re-apply each year:

  • Contact your local County Job and Family Services office
  • You may apply in person, by mail, over the phone, or online


  • Information needed to apply for Medicaid:
    • Your Social Security Number
    • Must be US citizen or meet Medicaid Citizen ship Requirements
    • Must be a resident of the state you are applying to
    • Financial Requirements:
      • Family Income (income limits differ depending on the number of people in the family)
      • Assets (checking/savings balances, retirement accounts)
      • Tax filing status
